Reclassification is the process that determines whether or not an English learner student has developed and demonstrated sufficient English proficiency to be reclassified as a Fluent English Proficient (RFEP) student. The English learner student must meet the 4 criteria listed in Education Code (EC) Section 313 (f), in accordance with the California Department of Education (CDE).

RECLASSIFICATION CRITERIA

1. Assessment of English Proficiency

• Minimum Requirement: Overall Performance Level 4 on the most recent Summative English Language Proficiency Assessments for CA (ELPAC)

2. Comparison of Performance in Basic Skills

• Minimum Requirement: "Standards Met" on the most recent CAASPP ELA or a Lexile score at the Basic or above performance level on the Reading Inventory.

3. Teacher Evaluation of Student Academic Performance

• Minimum Requirement: Grade of "C" or better in the English course for the previous two of three semesters. 

4. Parent Opinion and Consultation

• Parent is notified of their child's eligibility to be reclassified and informed of their right to participate in the reclassification process. The parent may participate in a variety of ways, including a parent meeting/workshop, individual in-person conference, telephone conference, or by returning a signed parent consent form.
