2.26.25 EMUEA Negotiation Updates

The District (EMUHSD) would like to provide our school community with an update on the recent negotiations with the El Monte Union Educators Association (EMUEA). We are pleased to announce that we have completed negotiations for the 2024-2025 school year with the following tentative agreements between the District and EMUEA:

Tentative Agreements and MOU’s

Article 8: Hours

• A classroom teacher selected as general chair of the Accreditation Committee shall have two semester periods of release time for a WASC full-accreditation visit or one semester period of release time for a mid-cycle visit for purposes of fulfilling the chairperson’s responsibilities. A non-classroom teacher selected as general chair of the Accreditation Committee shall be compensated up to 100 hours per semester at the approved workshop rate. For a WASC full-accreditation, the member will be compensated for two semesters. For a WASC mid-cycle visit, the member will be compensated for one semester. The site principal shall determine for which semester(s) the general chair is given release time or compensation.

Article 9: Evaluation Procedure

• An MOU was agreed upon to create a committee to review and support the implementation of the new California Standards for the Teaching Profession Standards (CSTP's) to be introduced for the 2025-2026 school year

Article 12 B : Catastrophic Leave

• Participants in the Catastrophic Sick Leave Bank will become active at the time of their donation and will remain active through September 30 of the following year unless they are exempt from donating per subsection 1 of this article, in which case they will remain active through September 30 of the next year for which the one thousand (1000)-day threshold has not been met.

Article 16 A: Reproductive Loss Leave

• An employee can take five (5) days of fully paid leave following their own reproductive loss event or that of another person, such as a spouse or partner, if the employee would have been the parent of the child born or adopted. Such leave does not need to be taken consecutively.

Article 29-Salary and Fringe Benefits

• 2024-2025: Increase on-schedule salary one percent (1%), effective July 1, 2024. In addition, all bargaining unit members will receive a one-time, two and one-half percent (2 ½ %) off-schedule payment.

MOU - PD Days 2025-2026:

• Three (3) Professional Development days will be provided for the 2025-2026 school year

MOU - Summer School 2025:

• For the 2025 summer school session, EMUHSD will partner with RHC. Rio Hondo College will provide Math Academy courses on District school sites for EMUHSD students. All Math Academy instructors will be employed through RHC. All other summer school instructors will be employed by EMUHSD. As part of this partnership,the 2025 summer school hourly rate for all instructors hired by the District will be $70 per hour.

1.31.25 EMUEA Negotiation Updates

The District (EMUHSD) would like to provide our school community with an update on the recent negotiations with the El Monte Union Educators Association (EMUEA).  Over the course of 2024-2025 negotiations between the District and EMUEA, we are committed to finding a fair and equitable agreement and keeping our border educational community informed.

We are pleased to report to you a summary of the negotiations meeting held on January 31, 2025:

District Proposals

Article 16: Bereavement Leave

• The District proposed language to be added under Reproductive Loss Leave, as Article 16A.
• EMUEA stated they would review it and did not provide a counter. 

Article 25- Class Size

• The District provided a comprehensive presentation regarding class size. The presentation can be found here. Evidence to support that class size alone does not drive significant change in student outcomes is included in the presentation. As a result, the District proposed to have a continuous dialogue and discuss other components in the Collective Bargaining Agreement that also impact student outcomes in tandem with class size. 

Article 29-Salary and Fringe Benefits

• The District provided a comprehensive presentation regarding the most updated budget. The presentation can be found here. Evidence of declining enrollment, along with national and state budget concerns, was highlighted. Consequently, the District presented a three-year deficit spending projection and emphasized the need for caution with ongoing expenditures.
• The District presented a revised salary schedule for co-curricular stipends, which includes two stipends for Flag Football (Varsity and Assistant/Non-Varsity) to support program growth, and adjusted the stipends for competitive cheer to reflect one Varsity one Assistant/Non-Varsity stipend.

EMUEA Proposals

Article 29-Salaries and Fringe Benefits

• EMUEA proposed a 1.5% salary increase and a 1.5% bonus, retroactive to July 1, 2024. 
• The District countered with a 1% salary increase and a 2% bonus, retroactive to July 1, 2024.
• EMUEA countered with a 1% salary increase and a 3% bonus, retroactive to July 1, 2024.

5.30.24 EMUEA Negotiation Updates
The District (EMUHSD) would like to provide our school community with an update on the recent negotiations with the El Monte Union Educators Association (EMUEA).  Over the course of 2024-2025 negotiations between the District and EMUEA, we are committed to finding a fair and equitable agreement and keeping our broader educational community informed.

We are pleased to report to you a summary of the first negotiations meeting held on May 30, 2024:

District Initial Proposals
Memorandum of Understanding (MOU)-Professional Development

• The District proposed to extend the current 3-day professional development day structure for an additional two years (2025-2026 and 2026-2027 school years) with no fundamental changes in language or intent.
• The EMUEA counter proposal included changes to the structure of the existing professional development from 3 days to 4 days with the first day in the school year for member preparation (member directed), one day for Safety and Awareness Initiatives including first-aid, CPR, and drug awareness, and the third day dedicated to data analysis by department. The additional day is proposed for asynchronous mandated online training courses to be completed before August 23rd for the 2024-2025 school year. 

Article 8 (including A, B)-Hours

• No proposal was provided by the District to EMUEA

Article 14-Pregnancy Disability Leave

• No proposal was provided by the District to EMUEA

Article 22-Personal Necessity

• The District proposed adjusting the allotment of personal necessity days from seven (7) days to five (5) days requiring at least a two (2) day notice.
• The EMUEA counter proposal included the removal of a two (2) day notice period as well as removing the administrative right to deny such a request if too many unit members are already scheduled to be absent from their assignment.

Article 8-Hours

Article 12B-Catastrophic Sick Leave Bank

• EMUEA proposed changing the open enrollment period for members to donate to the Catastrophic Sick Leave Bank from October 1 - October 31 to “between the first and thirtieth teacher working day.”
• The District has asked for time to research the effect of this proposal on the human resources and payroll departments, and will provide a counter during the next scheduled negotiations session.

Article 25-Class Size

• No proposal was provided by EMUEA to the District

Article 31-Summer School
